Tracy L. Miller

Associate Attorney
Tracy L. Miller has been associated with Monaghan, P.C. since 2007. After taking family leave, from 2012-2017, she rejoined the firm in 2018. At the Monaghan firm, Ms. Miller has represented clients in condemnation cases on behalf of several municipalities and airport agencies and other real property matters. Her knowledge and skill in resolving zoning and title issues has served the firm’s clients well in several complex real estate transactions and disputes. Ms. Miller also assists clients with commercial transactions and contributes to the firm’s litigation and appellate practice.

A 2001 cum laude graduate of the Vermont Law School, her practice concentrates on all aspects of municipal law and civil and commercial litigation. After law school, she served as a Judicial Law Clerk for the New Hampshire Superior Court, where she performed extensive research, writing and critical analysis on questions of substantive and procedural law, as well as assisting in the preparation of judicial decisions in civil, equity, juvenile and criminal matters. Prior to joining the Monaghan firm, Ms. Miller was an associate attorney for a New Hampshire law firm that represented over fifty municipalities throughout New Hampshire as either general or special counsel. Ms. Miller represented municipalities in all areas of municipal law including: planning and zoning regulation and enforcement; municipal contracts; property tax assessment and abatement; elections; education law; public employment practices; environmental and conservation regulation; building and construction; freedom of information issues; right to know laws; and local law enforcement.

Tracy Miller continues to play an important role in the firm’s successful representation of our clients on both public infrastructure and higher education issues.
